I'k looking to build a PC and I already have a total sized GTX 1070 from Zotac and am looking to buy another one just mini instead (likewise from Zotac) will the 2 be able to run together in SLI?

Yes, equally long as they are both 1070s that's all that matters. Be sure your motherboard supports SLI and you have an SLI bridge.

Do Not go for SLI. Purchase a SINGLE powerful GPU instead ! SLI is not worth the hassle these days, and not many games calibration well on an SLI setup, let alone provide a higher frame rate.

Well in that case they should work so long as they have the SLI bridge to go with information technology. Its merely not worth it.
And one thing to retrieve it will clock to the slowest 1070.
